Tournament Rules and Regulations

The
game will be played according to FIFA Laws of the Game, AYSO National
Rules, Area 2D Guidelines and Davis Region 218 Guidelines unless
modified by these regulations. Tournament Headquarters is the AYSO
building. All game cards need to be returned to the building immediately
after each game. See instructions below.
GAME
LENGTHS: In the U14 divisions, all “bracket” games,
and games marked “elim” or “quarterfinal”,
will consist of two 20 minutes halves with a break at the quarter
for substitutions and a five minute half time. The clock will continue
to run during the quarter break
.
In the
U16/19 divisions all “bracket” games, and games marked
“elim” or “quarterfinal”, will consist of
two 30 minute halves with a five minute half time.
In all
divisions, all Semifinal, Championship and Consolation games will
be regulation length for that division.
OVERTIME/SHOOTOUT:
In “Bracket” games if the match is tied when regulation
time expires the game is finished – there will be no overtime
or shootout. In “elim”, “quarterfinal”,
“semifinal”, “consolation” or “championship”
games, if the match is tied after regulation time expires then two
5-minute overtime periods will be played. Both periods will be played
even if a team scores. If the match is still tied after the overtime
periods, the match will go to FIFA instructions for the taking of
kicks from the penalty mark for teams in a draw match. At the end
of the second overtime period only the players on the field can
participate in taking the kicks from the penalty mark. Coaches are
NOT allowed on the field at any time, but may chose the kickers
in order of taking first round of kicks from touchline.
REGISTRATION FORMS: Completed player registration (medical release)
forms must be in the coach’s possession at all games. In the
event that a coach does not have a player’s registration form,
the player may not participate in the game(s). These forms shall
be subject to inspection by the referee or any tournament official
at any time. Coaches are not permitted to substitute a player not
on his official Fall registration roster.
LINEUP CARDS/GAME CARDS: Official AYSO line-up cards shall be properly
completed and presented to the referees prior to the start of each
game. At the end of the game, the referees shall print their names
on the cards. The winning coach will return the cards to the AYSO
building immediately following the game (if caution/yellow or red/send
off cards are issued then the referee shall return the game cards
with disciplinary action marked on the game card).
SUBSTITUTION: Current AYSO substitution rules modified by Region
218 will prevail during play. Each team member must play a minimum
of three quarters (3/4) of a game during regulation time. If there
are too many players on the roster to allow the ¾ play then
all players must play a maximum amount possible before any player
plays a full game. NOTE that if a non-Davis team (such as Winters,
Capay or Rio Linda) participates, they are subject to Area 2D rules,
which specify a minimum of two quarters playing time per player.
EXCEPTION to AYSO SUBSTITUION RULE: in U19/16 free substitutions
are permitted. Either team may substitute during any stoppage in
play with the Referee’s permission (the ¾ playing time
rule still applies).
FORFEIT: Any team that walks off of the field of Play or does not
show up for any reason will forfeit the game. Forfeit will result
if a team is not at the field at the posted game time. A 5-minute
grace period will be allowed. Poor weather conditions or other unusual
circumstances may be a consideration for game delays. Prior to game
start it is up to the tournament official to decide on these matters.
Games started late must still end on time, so Referees are instructed
to start their watch at game time to make sure games end on time.
However, failure to do so cannot be protested.
No game
shall start or continue if either team has less than seven (7) players.
The referee has the power to terminate the match if in his/her sole
discretion the match is unsafe. This decision cannot be protested.
The team that fails to start with correct number of players or drops
to unsafe levels will be listed with a forfeit.
In cases
of forfeit before play begins the score will be 1-0 for the non-forfeiting
team. If play has started the existing score will be used if the
non-forfeiting team is ahead; otherwise it will be 1-0 for the non-forfeiting
team.
SPORTSMANSHIP: Coaches, spectators and players are expected to display
good sportsmanship throughout the tournament. Coaches will be held
responsible for any action by his/her team or the spectators or
supporters. If the referee must terminate the match because of actions
of the coaching staff, spectators, supporters, substitutes or players,
the game will be forfeited to the opposing team. Red cards may be
assigned to any of these parties by the game referee or on-site
tournament official for purposes of the tiebreaker provisions. If
the referee awards a red card to the team because of “spectator”
interference then no game suspension for the coach will be given
unless the coach participated in the interference.
HOME TEAM: The team listed first on the schedule is the home team.
The home team must wear pinnies if uniforms color is same as visitor
and the home team provides the referee with the game ball. The home
team will have its choice of touchlines.
Spectators, substitutes shall remain behind and three (3) yards
off the touchline. A coach must stay within the coaching area, which
is no more than 10 yards on either side of the halfway line and
1 yard back from the touchline. Spectators cannot sit closer to
the corner flags than the top of the penalty area. No one is permitted
behind the goal lines. Spectators that yell “instructions”
to players may be considered “coaching” by the game
referees and required to move to the coaching area of the field.
FIELD SAFETY: The tournament official will decide if the fields
are playable. After game starts this decision is the referee subject
to the overriding issue of SAFETY. In emergency or by order of the
Tournament Director the game may be stopped.
NO alcoholic beverages or smoking are allowed on the playing grounds.
Spectators or coaches suspected of intoxication or who refuse to
put out smoking materials will not be allowed to participate in
scheduled games or remain on the playing fields.
EQUIPMENT: There will be no headwear allowed on players in the tournament
OTHER than approved heading safety gear which has to be approved
by the game referee. This includes hats, stocking or knit caps,
headbands, or ear warmers. The only exception will be for medical
reasons or FIFA/USSF approved heading gear. In the event of inclement
weather players may be allowed to wear normal gloves, however if
the referee disallows this then no gloves may be worn and no protest
allowed. Referees are asked to refrain from disallowing players
to play based solely on length of players natural fingernails; tournament
officials have determined in advance that this is not safety violation.
However failure of the referee to abide by this and disallowing
players to play based on fingernails is not a basis for a protest.
MISCONDUCT: Coaches, Spectators, Substitutes, or Players all may
be Carded. Red (send offs or dismissals) and yellow cards (cautions)
must be reported immediately after the games by the game referee
to on-site tournament officials. A Red card or an accumulation of
3 yellow cards during the tournament by one individual will result
in a minimum one game suspension. For serious misconduct a player,
coach or team may be suspended for multiple games or the balance
of the tournament. The Tournament Director or his/her designee will
rule on the suspension. A coach may “appeal” any game
suspension on behalf of the player or team (or him/her self). The
Tournament Director or his/her designee must be notified by the
coach of the appeal one (1) hour before the next game. A committee
of at least three (3) which is designated by the Tournament Director
or his/her designee will hear the appeal, and its decision will
be final.
No
protests will be allowed (other than specified in the MISCONDUCT
rule above).
SCORE
RULES: The following points will be awarded in bracket games to
determine the seeding the following elimination rounds:

If there is a tie in total points at end of all bracket play, the
