Rule Adaptations
In general, AYSO plays by the FIFA international soccer rules. However,
there are variations to fit the rules to youth soccer, as well as
the AYSO philosophy. Some rule variations come from the AYSO national
office. Some come from the Davis AYSO Region 218 board of directors.

Region 218 Rules
Please
note that in special events (Area tournament, Select season
games, Select tournament, Davis World Cup) there may be rules
that supercede what is listed here.
Participation: In general, Davis teams are required to
have each player participate in 3/4 of the game. This can be adjusted
to a lower amount if the player arrives late to the game. Coaches
cannot limit a players participation for disciplinary reasons
without FIRST obtaining permission from the Player Agent or Regional
Commissioner. Teams from other Regions that participate in games
in Davis in regular Fall season games must abide by this rule
as well. EXCEPTIONS: In Select season games, and games in the
Davis World Cup, the rule is 1/2 of the game for select teams
or World Cup teams. If a region still requires a 3/4 play rule,
then that rule applies to that team even if playing a 2 quarter
requirement team.
Substitution
Breaks: All divisions from U6 through U14 will have a
substitution break approximately midway into each the halfs (roughly
one minute—for drinks/substitutions, not for lengthy strategy
sessions).
Substitution: You can substitute players only
at quarter breaks, halftime, or for an injury.
EXCEPTION:
In U16/19 games, substitutions can be made in the following
circumstances with the referee’s permission:
By
either team:
•
On a goal kick.
• After a goal has been scored.
• At the beginning of the second half.
• Upon an injury on either team.
• When a player has been instructed to leave the field
of play for an equipment adjustment or to address blood issues.
•
When a player of either team has been cautioned or sent off.
• At the beginning of any overtime period.
By the team
in possession of the ball:
•
On a throw in.
By the team
not in possession of the ball, if the team in possession of
the ball is also substituting:
• On a throw in.

Jewelry, Earrings
and Studs
Jewelry,
including earrings of any kind, whether or not worn in any body
piercing (visible to the referee), must be removed (taping or using
a band aid is not acceptable) before a player is to be allowed to
participate in a match. The same is true of any stud which is used
in a body piercing when the jewelry is not being worn. This rule
also applies to practices.

Age Division Specific Rules |

Age
division specific rules are explained below and are summarized here.
U16/19:
Ball size, 5. Half length, 40 minutes. Free substitution
(no "quarter" breaks). 11 players on the field per team;
minimum number is 7.
U14:
Ball size, 5. Half length, 35 minutes (add 1 minute for substitution
break). Substitute at quarter breaks, half, and for injury. 11 players
on the field per team; minimum number is 7.
U12:
Ball size, 4. Half length, 30 minutes (add 1 minute for substitution
break). Substitute at quarter breaks, half, and for injury. 9 players
on the field per team; minimum number is 7.
U10:
Ball size, 4. Half length, 25 minutes (add 1 minute for substitution
break). Substitute at quarter breaks, half, and for injury. 7 players
on the field per team. Red and Yellow cards should not be issued
to a player (let the coach handle the issue). NO slide tackling*.
No
deliberate heading**.
U08:
Ball size, 3. Half length, 20 minutes (add 1 minute for substitution
break). Substitute at quarter breaks, half, and for injury. 5 players
on the field per team. Red and Yellow cards should not be issued
to a player (let the coach handle the issue). Direct Free Kicks
for all fouls. NO goalkeepers. NO slide tackling*.
No deliberate heading**. NO penalty
kicks.
U06:
Ball size, 3. Half length, 10 minutes (add 1 minute for substitution
break). Substitute at quarter breaks, half, and for injury. 3-6
players on the field per team (coaches decide on number). Red and
Yellow cards should not be issued to a player (let the coach handle
the issue). NO goalkeepers. NO slide tackling*.
No deliberate heading**. NO penalty
kicks. Direct free kicks for all fouls.
*
No slide tackling allowed for U10 and younger. A slide tackle is
to be considered, at a minimum, dangerous play.

AYSO National
Rules
The
most recent set of national AYSO rules is located in
this document.
The following are a few highlights:
The Goalkeeper shall not be harassed or interfered with while
attempting to put the ball in play.
It is the duty of referees to protect the goalkeeper against dangerous
play.
The Laws of the Game are intended to provide that games should
be played with as little interference as possible, and in this
view it is the duty of referees to penalize only deliberate breaches
of the Law. Constant whistling for trifling and doubtful breaches
produces bad feelings and loss of temper on the part of the players
and spoils the pleasure of spectators.
A rectangle defining the coach's area shall be marked where possible
by two lines parallel to the touch-line extending ten (10) yards
on either side of the half way line, and by two lines perpendicular
to the touch-line. The edge of the coach's area nearer to the
field of play shall be, where possible, at least one yard from
the touch-line; the parallel edge shall be no more than three(3)
yards from the touch-line.
Coaches shall limit their sideline participation during AYSO games
to positive instruction and encouragement. Sideline participation
shall be limited to two coaches from each team and they shall
remain within the coach's area as defined (in the section above).
Negative comments and complaints about refereeing shall not be
allowed.

Severe Weather
Considerations
AYSO
National Referee Commission Recommendations
The National Severe Storms Laboratory (NSSL) currently recommends
that all individuals should leave the game site and reach a safe
structure or location when lightning is within 6 miles.
The National
Collegiate Athletic Association (NCAA) Lightning Safety Guidelines
indicate that since lightning can strike out of a clear blue sky
as far away as ten miles from a rain storm, when the “Flash-to-Bang”
count is thirty seconds or less, everyone should leave the game
site to a safe location.
The United States
Soccer Federation (USSF) position is that if you can hear thunder
you are within reach of lightning and that referees must protect
the safety of all participants by stopping game activities quickly,
so that participants and spectators may retire to a safer place
before the lightning threat becomes significant. Applying the 30-30
rule is recommended and to wait thirty minutes or more after hearing
the last thunder before leaving shelter.
In view of the
above, the following is the position of the AYSO National Referee
Commission regarding severe weather:
“It is
said that lightning can strike from a clear blue sky that is within
a ten mile radius of a storm. It is therefore strongly recommended
that practices and games be terminated immediately upon hearing
thunder or seeing lightning”.
“If
you can see it - flee it; if you can hear it – clear it.”
